Truck and Engine Manufacturers’ Statement on EPA’s Next Step in Its Cleaner Trucks Initiative

EMA manufacturers have innovated and implemented advanced clean engine and vehicle technologies that have reduced NO_x and PM emissions to near-zero levels

On January 6^th the United States Environmental Protection Agency (EPA) announced an Advanced Notice of Proposed Rulemaking (ANPRM), as the next step in its Cleaner Trucks Initiative. This initiative anticipates a future rulemaking to potentially update EPA’s regulations of heavy-duty on-highway engines.

The Truck and Engine Manufacturers Association (EMA) has closely followed this initiative since it was first announced. Over the past 20 years EMA manufacturers have innovated and implemented advanced clean engine and vehicle technologies that have reduced NO_x and PM emissions to near-zero levels.

“We have the opportunity to build on and repeat our past success, but to do so we need the Agency to lead a collaborative, data-driven process to determine both the feasibility and cost-effectiveness of any future regulations,” said Jed Mandel, EMA’s President. Mandel added, “Through the Cleaner Trucks Initiative, EPA can assure that any future regulations are not only cost-effective, but also provide sufficient regulatory leadtime, stability and certainty.”

EPA’s Cleaner Trucks Initiative provides the opportunity to move from a prescriptive-based compliance program to one that is performance-based. “By doing so, we can achieve real-world NO_x reductions, implement modern in-use compliance protocols, and streamline current redundant regulations,” Mandel explained. “We need to work together to make those changes while preserving the necessary diversity of the commercial vehicle marketplace and protecting the needs of our customers for fuel-efficient, durable, and reliable products.”

EMA and its members look forward to working with the Agency, in response to today’s ANPRM.
